United States Army Recruiting Command has been prospecting for new recruits since the beginning. SFC Payne lead the command to venture out and start prospecting more effectively and efficiently using social media. He wrote numerous concepts of operations for each level and energized every level of the command to think outside the box and integrate a virtual recruiting strategy. He personally traveled and trained recruiters and leaders concepts, strategies and helped integrate a virtual recruiting plan into their formations. This came as no easy task for the level of knowledge was very diverse. Since the beginning he has traveled to Southern California, Los Angeles, Las Vegas, Cleveland, New Jersey (twice), New England, Montgomery, and Harrisburg also worked with others through virtual means in Chicago, Indianapolis, Cleveland and Huntsville personally training nearly 700 recruiters. The requesting of training lead to the creation of a Facebook Group that currently has 745 recruiters as members actively seeking and collaboration of virtual strategies and training materials.
With all this done he helped design and create a recruiting handbook website that has over 79 pages of information and walk-through on recruiting virtually. This has now lead and will continue to lead to new better doctrinal regulations to be written based on all the work he has dedicated over the last 2 years.
